Former Asante Kotoko and Black Queens boss Bashir have signed a contract until the end of the 2020-21 season.
The experienced gaffer replaces the Bosnian after a poor start to the season having won none of their two matches after spending big in the transfer window.
Hayford won the Premier League title with Asante Kotoko and Ashanti Gold in 2007-08 and 2014-15 seasons respectively.
He led the Black Queens to participate in the 2018 Africa Women Cup of Nations hosted in Ghana.
